112 EMERGENCY CALL CENTER PROJECT

In our country, different service numbers are currently used for different emergency assistance calls (fire, health, safety-public order). In order to ensure that emergency call numbers that are more than one are collected under a single number (112), the installation work of 112 Emergency Call Centers is being carried out under the coordination of our Ministry.

The emergency call center; Health, fire, gendarmerie, police, and other units in the same space as required by the governorships providing coordination and co-location have been preferred model and the work is structured accordingly. In this model, the reception of the call, the tracking and coordination of events are carried out by the officials located in the same hall.

.
THE 112 EMERGENCY CALL CENTER SYSTEM HAS TWO MAIN PURPOSES;

  1. In cases that require an emergency call, our citizens should know a single number instead of multiple numbers,
    .
  2. After the emergency call is received, all the teams that will be needed to reach the crime scene as soon as possible.

Conducted Studies:

Within the scope of the 112 Emergency Call Centers Project, the studies were started primarily in Antalya and Isparta, which were designated as pilot provinces, and the call centers in these two provinces were opened in 2009. Within the scope of the New Generation 112 Project, 112 Emergency Call Centers have been put into operation in 81 cities in Turkey.

.
112 ADMINISTRATIVE STRUCTURING OF EMERGENCY CALL CENTERS

Considering the administrative structure of Turkey, 112 emergency call centers will be established in 81 provinces to cover all districts. The 112 emergency call centers that will be established within the governorates will serve under the coordination and responsibility of the relevant deputy governor.

In this context, 3152 Article 28 of the law on the organization and duties of the Ministry of the interior attached to “meet all emergency calls, referral and coordination of the Metropolitan Municipality in the provinces to provide investment monitoring and coordination by the department in other provinces, governorates within the 112 emergency call centers are set up. The personnel of the institutions providing emergency call services who are responsible for carrying out the call service are assigned here. If there are not enough personnel, the governor’s office may assign specialists, contract personnel and civil servants to these centers regardless of their personnel, location and titles. The work and operations of these centers are regulated by a regulation to be issued by the Ministry of Internal Affairs, taking into account the appropriate opinion of the Ministry of Health.” with its provision, the legal infrastructure of 112 Emergency Call Centers has been created throughout the country.

In addition, the “Regulation on Establishment, Duty and Operation of 112 Emergency Call Centers” was published in the Official Gazette dated 16.05.2014 and numbered 29002 and entered into force.

.
