IT CONCERNS 6 MILLIONS OF CITIZENS! DEBTS WILL BE DELETED

If those who do not take an income test nor Apply for an income test by November 30 and find that their income in a household is less than a third of the gross amount of the minimum wage, their debts will be erased, their premium will be paid by the Turkish state. Here are the details of the 180 billion Turkish Liras to be deleted.

The Turkish Social Security Agency responded to curious questions about general health insurance. Here are the answers to questions about health premiums that concern millions:

WHAT DOES THE CONCEPT OF GENERAL HEALTH INSURANCE MEAN?

General health insurance refers to insurance that provides protection of people’s health first, and financing expenses incurred if they encounter health risks. Its economic strength ensures equal access to health care against the risk of disease that will arise regardless of its will.

WHO IS COVERED BY GENERAL HEALTH INSURANCE?

Mandatory coverage of everyone’s general health insurance began in January 2012. All residents of Turkey are covered by general health insurance, except for members of bank chests called non-covered, convicted prisoners, those who have the right to receive medical services from abroad.

According to Turkey Medicals, everyone who works insured, works on his own behalf and account, is a civil servant, receives a pension aged 65, receives an honor pension, trainee lawyers, unemployment and short work allowance is covered by general health insurance.

HOW MUCH IS THE GSS PREMIUM AMOUNT FOR THIS YEAR

The premium that people with income above a third of the gross minimum must pay is 3 percent of the gross minimum wage. For this reason, the premium amount that people in this scope will pay for this year is 107.33 TL per month.

ARE THE TERMS THE SAME?

If former Green Card holders apply to health care providers, greens are not required. For people who pay their premium out of their own pocket, there are 2 Basic Rules; these people must pay a premium for 30 days and do not owe a premium for more than 60 days.

If GSS insured persons who have never taken an income test before apply for an income test by November 30, 2021, and find that their income in the Turkish household is less than a third of the gross amount of the minimum wage, their GSS premium debts will be deleted and their premiums will be paid by the state.

WHAT DO I HAVE TO DO TO GET RID OF HEALTH PREMIUM DEBT?

The last configuration law introduced the ability to get rid of debt without paying any money or with ease of payment. Those who do not work in a job after completing their education are required to question over e-government whether they have debt before the configuration period expires, while those who are subsequently unemployed while working insured. There are no application requirements, the interest on the debts was automatically deleted. Those who pay the main debt will also not face interest, penalties.

ARE PART-TIME, PART-TIME EMPLOYEES COVERED BY GSS?

Previously, partial-term and on-call employees, as well as hourly employees who received wages in exchange for hours of work, completed health premiums for 20 days and six days of missing days for 30 days. By the March 2020 arrangement, this period was reduced to 8 days and less.

The requirement to complete health premiums for missing days of those working more than 10 days in Home Services has also been removed. According to the regulation made in April 2020, those who receive cash wage support are not insured or dependents of the general health insured, their premiums are covered by general health insurance by covering them from the unemployment fund.

CAN HEALTH CARE BE USED IMMEDIATELY AFTER CONFIGURATION?

Those who have structured their debt, do not have more than 60 days of premium debt other than this debt, or those who have settled these debts in installments according to past laws, will be able to benefit from general health insurance if they pay the first installment of the debt configuration. Those who owe health premiums are not normally provided with health care through the SSI.

However, for some time, temporary arrangements allow those who owe premiums to benefit from health care. By the end of this year, those who owe GSS premiums can receive medical services from state-owned hospitals and hospitals owned by state universities.

CAN THOSE WHOSE INCOME STATUS CHANGES GO BACK TO THE INCOME TEST?

Those whose income status changes from insured persons in this scope can apply to social assistance and solidarity foundations for a re-Income Test from the date of change in their status.

WHAT IS THE REVENUE TESTING PROCESS? WHO BUILDS?

The process that determines whether citizens without SGK Social Security can pay premiums; how much premiums they will pay if they will pay is an income test. Citizens in this scope must apply to social assistance and solidarity foundations where their residence is located from the date they are insured for general health and take an income test. Those who have never applied for the income test to date can apply until November 2021.

WHAT ARE THE OTHER INNOVATIONS INTRODUCED UNDER GSS?

For young Turkish people, free access to health services has been introduced, including a certain age and time limit from the date of graduation. Our Turkish high school graduates can be 20, University graduates in Turkey can be 25 years old until their parents are dependents for two years, and if their parents in Turkey cannot benefit, their premium can be insured for general health to be covered by the state of Turkey.
