REGULATION ON PROMOTION AND APPOINTMENT OF FACULTY MEMBERS

FIRST DIVISION
Purpose and scope, basis and general terms
Purpose and scope
Article 1 – (1) the purpose of this regulation is to regulate the processes of promotion and appointment to doctor’s teaching membership, associate professor and professorship.
Basis
Article 2 – (1) this regulation has been prepared on the basis of the provisions of the fourth paragraph of Article 65 (A) of the higher education law dated 4/11/1981 and numbered 2547.
General terms
Article 3 – (1) in accordance with the provisions of this regulation, doctors can be appointed to the staff of teachers, associate professors and professors;
a) to have the general conditions in Article 48 of the civil servants Law No. 657,
b) if there are additional conditions related to the promotion and appointment of higher education institutions to the teaching membership approved by the Turkey Council of Higher Education, determined in accordance with Articles 23, 24 and 26 of the law 2547, to meet these conditions,
must.
(2) the provisions of law 2547 on foreign teachers are reserved.

SECOND DIVISION
Appointment To Doctor Faculty Staff
Condition of appointment
Article 4 – (1) in order to apply for Doctor’s teaching staff, it is necessary to have completed a doctorate or qualification in medicine, dentistry, pharmacy and veterinary medicine or art.
Announcement
Article 5 – (1) The Open staff of Doctor faculty members in a university or high-tech institute shall be announced and announced by the rectorate in the Official Gazette and on the internet homepage of the university or high-tech institute. In this announcement, candidates are given an application period of not less than fifteen days and the application deadline is specified.
Application and appointment process
Article 6 – (1) applicants to the staff of Doctor faculty members submit their resumes, scientific studies and publications in four copies to the relevant Dean or director.
(2) the deans of faculties, director of the other volumes; the declared candidates for positions in order to examine the status of at least one other university or higher Institute of Applied Science Technology from three fields which are related to the cadre of Professor or associate professor assistant professor in the ad, within fifteen days of the closing date shall determine. If the head of the Department of the unit in which the announced staff is located is an associate professor or associate professor, it is necessary to determine as one of the three professors or associate professors to be identified.
(3) for each candidate, the Dean or the relevant director asks these faculty members to submit files on scientific publications and studies related to the candidates and to give their written opinions within one month. If the results of the file review do not come in within a month, the files are sent to another professor or associate professor who is determined by the same procedure.
(4) The Dean or the relevant director receives an opinion on the candidate or candidates separately at the first meeting of the board of directors after receiving written opinions. If more than one candidate applies for an open staff, the board of directors reasoned its preference. The dean or the relevant director submits their opinions and suggestions to the rector. The rector conducts the necessary operations by deciding whether the appointment will be made.
(5) in accordance with Article 34 of the Higher Education Law No. 2547, the procedures and principles other than the Declaration requirement set out in this regulation apply to the contractually employed teachers of foreign citizens who will be employed under contract, provided that they meet the conditions related to the appointment of a doctor to the teaching membership.
Assigning
Article 7 – (1) doctor faculty members are appointed by the rector for a period of at least one to no more than four years at the suggestion of the relevant Dean in faculties and the director in other units after receiving the opinion of the relevant board of directors.
(2) the task ends by itself at the end of each assignment period. Those whose term of office has expired may be reappointed by the rector upon the appropriate opinion of the relevant board of directors.
(3) How long the Doctor is appointed by the faculty members shall be notified to them.

THIRD DIVISION
Appointment To Associate Professor Staff
Condition of appointment
Article 8 – (1) in order to be appointed to the staff of Associate Professors, it is necessary to have obtained the title of associate professor in accordance with Article 24 of law 2547 or the title of Associate Professor obtained abroad must be considered valid in Turkey by the Interuniversity Council in accordance with Article 27 of law 2547.
(2) in accordance with Article 24 of the law 2547 of higher education institutions, it is necessary to succeed in this exam, which will be conducted by juries that will be formed by the Interuniversity Council, if the oral exam is among the additional conditions established for appointment to the staff of associate professors. But for those who win the title of associate professor as a result of the oral exam, the requirement to succeed in the oral exam cannot be introduced as an additional condition.
Announcement and application
Article 9 – (1) associate professors at a university or high-tech institute are announced and announced by the rector in the Official Gazette and on the internet homepage of the university or high-tech institute. In this announcement, candidates are given an application period of not less than fifteen days and the application deadline is specified.
(2) candidates submit a file covering their resumes, scientific studies and publications to the rectorate in four copies within the period specified in the announcement.
Verbal Examination
Article 10 – (1) an oral exam is also held for candidates who want to apply to the staff of associate professors of higher education institutions, where there is an oral exam requirement among the additional conditions for appointment to the staff of Associate Professors.
(2) the oral exam jury, consisting of five original two substitute members according to the field of science/art applied by the candidate, is determined by the Intercollegiate Council at the request of the rector. If the candidate does not have enough faculty members in the field of science/art to which he is applying, the jury is completed from the nearest field of science, although it is not possible to complete five original two reserve members, the jury is completed with three original and one reserve member. In order to be able to serve on the oral exam jury, it is necessary that the faculty member is appointed as a professor in accordance with the provisions of Article 26 of law 2547 in state or foundation higher education institutions. The list of faculty members with the title of professor who can serve in oral exam juries is determined by the Interuniversity Council based on the information in the personnel database of the Higher Education Council. Actual and reserve memberships in the oral exam jury are determined according to objective criteria from among the faculty members in the relevant fields of Science in this list.
(3) the most senior of the oral exam jurors according to the duration of the professorship, and if he does not agree, a member of the jury to be selected from among themselves presides over the oral exam jury.
(4) The Rector conducts and concludes the oral examination process. The rector is obliged to prepare the physical and technical facilities necessary for the examination.
(5) if more than one candidate applies to the announced associate professor staff, an oral exam is conducted separately for each candidate.
(6) the oral exam is open to faculty members. The place, date and time of the oral exam will be announced on the internet homepage of the university or Institute of high technology. The chairman of the jury shall take the necessary measures to ensure the auditability of the oral examination.
(7) the jury meets with the full number of members for the oral exam. Candidates take an oral exam at the place, date and time specified in the ad.
(8) in a closed session at the end of the oral exam, the jury decides whether the candidate is successful or not by an absolute majority of the total number of members. This decision is signed by the prepared minutes and orally communicated by the president to the candidate in front of the jurors. If the candidate fails, the jury members prepare a reasoned decision to add it to the oral exam minutes.
(9) the minutes of the oral exam are delivered by the president of the jury to the rector of the University where the exam is conducted, or to the dean or director appointed by the rector for the exam in exchange for a signature.
Assignment process
Article 11 – (1) the president, declared professor applicants for examination of the condition of at least one other university or higher Institute of Applied Science related fields from three technology is a professor of the ad within fifteen days of the closing date, by having oral examination the oral examination within fifteen days from the date of the end shall determine. If the head of the Department of the unit where the announced staff is located is a professor, one of the three professors to be identified must be the head of the Department.
(2) The Rector sends files covering the CVS, scientific studies and publications of the candidate or candidates to these professors and asks them to report their personal reports within a month. These professors inform the rector of their preferences and opinions about the candidate or candidates separately.
(3) if the results of the file review do not come within a month, the files are sent to other professors determined by the same procedure for examination.
(4) based on the results of the file review, the Rector also makes his decision on the appointment after receiving the reasoned opinion of the board of Directors of the university or Institute of high technology.
(5) execute the contract in accordance with Article 34 of the higher education law 2547 associate professor of the Faculty of foreign nationals regarding appointment to positions that satisfy the above conditions, provided on a contractual basis in the operation that are outside the terms of the procedures and principles announced in these regulations are applied.

FOURTH DIVISION
Appointment To The Staff Of Professors
Condition of appointment
Article 12 – (1) in order to be appointed to the staff of professors, it is necessary to have worked in the field of science related to the professorship staff, which is open for at least five years after obtaining the title of associate professor, to have given original works at the international level in its field of Science and to have
(2) in accordance with Article 27 of law 2547, candidates whose title in foreign countries is considered valid in Turkey, who have passed the associate professor exam, start from the date when they receive the title of associate professor in a foreign country.
Announcement
Article 13 – (1) Open staff of professors at a university or high-tech institute are announced and announced by the rectorate in the Official Gazette and on the internet homepage of the university or high-tech institute. In this announcement, candidates are given an application period of not less than fifteen days and the deadline for applying is specified.
Application
Article 14 – (1) Professor Candidates; CV, references to the scientific publications and conference papers to Congress, made them with works of art, their execution and related documents, educational activities, ongoing and completed a PhD in management, PhD or graduate studies, college, or high-tech institute shall submit six copies of a petition to the rector of contributions covering with a file. Candidates show one of their publications as their main research work in these applications.
Assignment process
Article 15 – (1) applicants to the professorial cadre status and to identify their scientific or artistic qualities by the board of Directors of the University, College or Institute declared to be at least three other high-tech, science or related field for at least five professors of the art of staff, within one month of the closing date advertised is selected. These professors prepare a report for each candidate separately within two months after the date of issuance of the documents and inform them of their preferences if there are more than one candidate who has applied for appointment to the staff. In these reports, the scientific or artistic qualities and work of the candidates are evaluated, the characteristics of management, constructivism and development, as well as their efforts to educate science and art people are stated in detail.
(2) if the file review reports do not arrive within two months, the files are sent to other professors determined by the same procedure for examination.
(3) upon the decision of the Board of Directors of the University or Institute of high technology, taking into account the file review reports, the appointment is made by the rector.
(4) in accordance with Article 34 of the Higher Education Law No. 2547, provided that teachers of foreign citizens who will be employed under contract meet the conditions for appointment to the staff of professors, the procedures and principles other than the Declaration requirement set out in this regulation apply to their contractual employment.

FIFTH DIVISION
Miscellaneous and final provisions
Use of titles outside higher education institutions
Article 16 – (1) those who earn the titles of Professor, Associate Professor or doctor of education may not use this title in their work outside of higher education institutions if they do not actually serve for two years in higher education institutions during each title period.
Appointment of foreign professors and Turkish professors abroad in juries
Article 17 – (1) foreign professors working in higher education institutions in the country and professors working in higher education institutions abroad recognized by the Council of higher education may be appointed to the juries established at the time of appointment as a doctor, associate professor and professor.
Repealed regulation
Article 18 – (1) the regulation on the promotion and appointment of faculty members published in the Official Gazette dated 28/1/1982 and numbered 17588 has been repealed.
Force
Article 19 – (1) this regulation shall enter into force on the date of its publication.
Executive
Article 20 – (1) the provisions of this regulation are executed by the president of the Turkish Council of Higher Education of the Republic of Turkey.
